Street lighting matters

Recently we have noticed that several street lights on the roads connecting the villages in our area have been either switched off or removed.

This is despite our insistence during the recent consultation exercise that lights should not be removed in our area (please see post dated 4 September 2013 for details of our objections).

Earlier this year, along with the parish clerk, we met with lighting engineers from county hall to discuss the council's street lighting policy and how it might affect our area. The policy, which is largely driven by unprecedented central government cuts to local council budgets, suggests that street lighting in rural areas may be removed "where it is safe to do so."

We suggested that because of particular circumstances in our ward lights should not be removed or switched off because to do so would be unsafe to walkers and motorists alike (please also see posts dated 4 October 2013, 4 September 2013, 2 August 2013, 6 February 2013, 4 February 2013, 19 December 2012 & 5 December 2012 for background details and our past representations on this matter).

To support our position we raised concerns about the following issues:

  • there is a history of accidents, some fatal, on the road between the Hardwicke Hall Hotel and Hesleden and also the road connecting Hesleden to High Hesleden
  • the potential for adverse weather conditions to affect road safety in this area, especially low-lying sea mist veiling the roads and heavy rain leading to flooding. We cited recent examples of floods on Mickle Hill Road and on the B1281 at Hardwicke Hall
  • the lack of any connecting bus services, especially on the B1281 between Hesleden and Blackhall Colliery. We drew the council's attention to the fact that there are very strong social and family links between Blackhall and Hesleden and expressed our concern that removing street lights in these areas would effectively isolate many of our residents
  • we fought hard to have the Black Path resurfaced two years ago. This was to encourage people to exercise whilst maintaining links between villages but this is of little use if the roads to either side are now to be in darkness
Because of the reasons outlined above we said that we were opposed to any street light removals in our ward, although we did acknowledge that the council has been backed into a corner by severe budget cuts imposed by central government.

Before the meeting with lighting engineers ended we asked for, and were given, assurances that we would be contacted again about any subsequent proposals for street light removals before any works took place. Unfortunately this has not happened.

Today we have contacted senior officers of the county council to express our anger and disappointment that either our concerns have been completely ignored or, at best, misrepresented. We have also asked that any further street lighting removals be stopped with immediate effect to allow for further negotiations aimed at retaining lighting between our villages.

We will update on developments as soon as we have a response from county hall.

2014 Blackhall Flower and Vegetable Show

The second annual Blackhall Flower and Vegetable Show took place yesterday at Blackhall Welfare Hall.

As with last year the event was very well attended and is now becoming an established show both regionally and nationally.

Whilst we were both happy to secure funding for the event for a second successive year, much credit must go to John Peace, the parish council's parks and facilities manager, for his determination and for his organisational skills which ensured that the event was again run effectively and without any glitches. 

We would also like to thank the staff and members of the Blackhall Community Association for hosting the show once again and for providing first-rate facilities befitting an event of such growing reputation.

Temporary road closure at Hart Crescent, Blackhall Rocks

Northumbrian Water has applied to the council for a temporary road closure order at Hart Crescent, Blackhall Rocks to enable them to carry out sewer replacement works next month.

The works are scheduled to begin on Monday 1 September and are estimated to take three weeks to complete. The Order is published below for further information but to be clear, the road is to be closed from the junction with the A1086 at Cod on the Rocks to the junction with Bevin Grove:

Temporary Road Closure Order
An Order is being made under the provisions of Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to close to vehicular traffic from Monday 1 September 2014 a 70 metre length of Hart Crescent that extends south westwards from its junction with A1086 Coast Road, Blackhall Colliery.

The closure is necessary to enable new sewer installation works to be undertaken  which will probably take some 3 weeks to complete to be carried out to that length of road.

Throughout the period of closure an alternative route will be available to vehicular traffic from the eastern side of the closure from A1086 northwards then westwards onto C81 Mickle Hill Road and southwards onto the estate roads to the western side of the closure, and vice versa.

Landslip works on the A1086 between Blackhall and Horden

Following our regular monthly updates on progress with the landslip works on the A1086 between Blackhall and Horden, we have now received confirmation that stabilisation works are scheduled to begin next month.

The county council has also issued a temporary speed restriction order for the highway either side of the landslip to enable works to be carried out safely.

We have published below the relevant notification and email message in full and we'll keep residents up to date with progress and any further developments:

Further to the update sent on 11th July regarding the land slip adjacent to the Coast Road to the north of Blackhall I can report the following progress:

The works have now been awarded and site clearance / site mobilisation will start week commencing 11th August with the main works commencing on Monday 1st September.  The main works are expected to take approximately 10 weeks to complete.

I will update you again mid-September as construction progresses.

A1086 Coast Road, Blackhall to Horden
Temporary Speed Restriction Order
The County Council intend to prohibit vehicular from travelling at a speed in excess of 30 mph along a 1.4 km length of road A1086 between the existing 30/40 mph speed restriction signs adjacent to Shaftesbury Crescent, Blackhall and Thorntree Gill, Horden and to suspend the County Council of Durham (Coast Road Horden and Blackhall Colliery) (40mph speed limit) Order 1982.  

The speed restriction is necessary following a land slip and to enable stabilisation works to be carried out.

The restriction will be effected by means of Notice under Section 14(2) of the Road Traffic Regulation Act 1984.  The maximum duration of the closure under this Notice is 5 days commencing 20 August 2014.

The speed restriction will then be continued in force by an Order under Section 14(1) of the Road Traffic Regulation Act 1984, which will commence from Monday 25 August 2014 for a period anticipated to be around 12 weeks.
