Easement request for waterpipe at Blackhall Rocks

The county council has been approached by Network Rail seeking permission to install a water pipe on the coast to the immediate south of Blackhall Rocks.

We have received the following message from the council's estates office asking for comments. If you wish to make representations on this matter please let us know as soon as possible and we will ensure that your comments are relayed to the estates office:


The following report has been recommended for approval. Please let me know if there are any objections or if there is a conflict of interest.

Purpose of the Report

1                     We have approached by Network Rail to enter into an easement to install a water pipe across their land at Blackhall.

Background

2                     Durham Wildlife Trust have recently been given a long term lease to manage some of the land to the east of the railway line at the coast.  Neighbourhoods also manage an area.  This land is SSSI (Site of Special Scientific Interest) and is managed through a DEFRA HLS scheme.  Some of the infrastructure to support this scheme is being funded through the Limestone Landscapes project.  The installation of a water pipe is one such element and runs from the mains across DCC land and under the railway line on land belonging to Network Rail. 

3                     The contract to install the 2 pipe lines has been awarded and the contractor is waiting to get onto site.

4                     Costs associated with the licence will also be met by the Limestone Landscapes Partnership.

Recommendations and reasons

5                     It is recommended for approval to be given to go ahead with the easement as the installation of infrastructure is fundamental to the scheme.
